Add FedexRegistration service with methods to support FedEx account MFA workflow: - register_address: validates and registers FedEx billing address - request_pin: requests PIN delivery via SMS, CALL, or EMAIL - validate_pin: validates the PIN code received from FedEx - submit_invoice: alternative validation using invoice details Each method auto-generates a UUID for the required name parameter when not explicitly provided, matching the web UI behavior.
